The Norwegian Parliament elected him to Norwegian Parlament in Oslo in 1981. He was re-elected six times. He was previously deputy representative from the time period 1977-1981.
On 3 January 2012 Foss suffered a stroke during the night and woke up to speak with a slur. After a while in recovery, he is now back working, and one can hardly hear his slur any more.
Foss is a graduate with an cand.mag. degree in public law, political science and criminalology in Oslo’s University of Oslo (1977) and a part-time master’s degree of political science.

At the local level Foss had been a deputy of the Oslo City Council from the year 1971 until 1975.
Between 1973 and 1977, Foss led from 1973 to 1977, he was the leader of Young Conservatives (Unge Hoyre) The youth section of the Conservative Party. Per Kristian Foss was mentioned as a possible candidate to be the next leader of the Conservative Party after Jan Petersen quit in 2004 but Foss decided not to run and instead backed Erna Solberg. After Hoyre was unsuccessful in the polls and elections during the early year of Erna Solberg’s presidency, he was considered a potential new leader, however, he never tried to challenge Solberg to the position of leader. In the present, Foss is the deputy chair for the Conservative Party and member of the central board of the party.
From 2001 to 2005, when the second cabinet Bondevik held office, Foss was Minister of Finance. He also acted as Prime Minister very briefly in 2002. During this period his seat in parliament was taken by Ine Marie Eriksen. Foss has received much attention for being the first openly gay minister in a Norwegian government and lives in registered partnership with Jan Erik Knarbakk. He was the first openly homosexual national leader.
