Between 2000 and 2009, she was the chairperson of from 2000 until 2009, she was the chair of the British Casino Association, serving as the chairperson during the passage of Gambling Act 2005. In her position she was able to successfully push for the loosening of the old gambling laws, which were 35 years old and also raised PS2.5 million from casinos to benefit research and addiction charities, cautioning casinos who are reluctant to give money that the government could establish a permanent tax.
She was appointed Commander of the Order of the British Empire in the 2014 Birthday Honours for services to tourism.
Cobham was appointed a special advisor to the minister of heritage David Mellor in the newly established Department of National Heritage in 1992. In 1994 both Cobham and Mellor made public announcements , stating how they had built close relationships with one another and had plans to divorce their current spouses. Penelope Ann Cooper was educated at St James’s Schoolin West Malvern. The year 1974 was the time she got married John Lyttelton, son of Charles Lyttelton, 10th Viscount Cobham and the heir apparent to the Viscountcy Cobham. A few years later, after dying of her father in-law the couple were made the Viscount and Viscountess Cobham. In addition to the title, they acquired the two century-old Hagley Hall Mansion located situated in Worcestershire. Lady Cobham offered the hall to the public, and later developed it into a place for meetings.
In the years following her wedding, in order to raise enough money to sustain and protect Hagley Hall, Cobham developed an incredibly successful catering and corporate entertainment business. Before she became a special adviser on heritage and tourism at the time of her death in 1992 served on the boards of the English Tourist Board, English Heritage and the Countryside Commission and Historic Royal Palaces. Cobham then served on the board of Victoria and Albert Museum, British Waterways, and London Docklands Development Corporation. In the span of 14 years Cobham was the chairman of Britain’s biggest radio station outside of London, Heart Midlands.
Between 2005 and 2009, Cobham served as deputy chairman of VisitBritain. In April 2009, she became chairman of VisitEngland. Having been reappointed by the minister Hugh Robertson in April 2013, she served until April 2017. She was deputy chairman of Pagefield Communications, an adviser to Citi Private Bank, Farrer & Co, Ernst & Young, and sat on the council for the National Trust.
