Atacho was born in Caracas, Venezuela, on 20 September, 1960. He received his training as an officer of the police at the Netherlands. In 1990, Atacho was director of the narcotics department of Curacao. In 1994, Atacho was appointed minister of Justice of the Netherlands Antilles in the cabinet of Miguel Pourier [nl] . He was planning to quit on March 10, 1997, when four Venezuelan bank robbers escaped prison Koraal Specht prison. One week later, three convicts of murderers also managed to escape. But, the Prime Minister Pourier wanted to remain as Minister. Atacho was able to stay on, and in the month of March Dutch Marines were asked to assist in keeping prisoners within the prison area. A report by the parliament about the condition in the system for prison caused Atacho to resign on March 24, 1998.
After the dissolution of Netherlands Antilles Atacho was elected a member of the Curacao Estate. He was a skeptic of the budget for 2012. In 2014, Atacho was a member of his Party for the Restructured Antilles in a statement that stated he was looking to quit politics.
Atacho was a member of the Estates of the Netherlands Antilles. The Speaker was from October 5 2007 until the 22nd of September. As Chairman, his Estates of the Netherlands Antilles were able to approve amendments to the Statute that resulted in the possible dissolution of Netherlands Antilles. Atacho described it as “a historic day”.

Pedro Jose Atacho (born 20 September 1960) is a Curacaoan politician from Curacao. He was an official of the Party for the Restructured Antilles. In his time in politics, he served as the Minister of Justice of the Netherlands Antilles from 1994 to 1998. He was also a member of the Estates of the Netherlands Antilles for a time, and also as Speaker from 2007 to 2010. Following the dissolution of the Netherlands Antilles in 2010 Atacho was elected to Curacao’s Estates of Curacao.
During his career in politics Atacho was a part of six cabinet formations. In 2002, he was an formateur and informateur for the cabinet that was formed by the Prime minister Etienne Ys. He also played a role in the formation of an additional cabinet in Ys during 2004. In 2006, he served as the an informateur in the cabinet of Emily de Jongh-Elhage.
