Pedro Carlos Aspe Armella (born on (1950-07-07 ) 7 July 1950 in Mexico City, Mexico) is a Mexican economist from Mexico City, Mexico. He was Secretary of Finance (1988 from 1988 to 1994) in the cabinet of Carlos Salinas de Gortari, in which he was able to negotiate foreign debt, granted authority to the Central Bank, and supported a controversial privatization plan.
In November of 2017, an investigation carried out by the International Consortium for Investigative Journalism listed his name on the list of political figures named in the “Paradise Papers” allegations.
Prior to being appointed to the cabinet of the President Salinas, Aspe Armella chaired the department of economics in the ITAM and was the first head of the National Institute of Statistics, Geography and Informatics (INEGI, 1982-85) As well as the undersecretary of Planning (1985 between 1987 and 1985) and also headed the Budget and Planning Secretariat in the cabinet of Miguel de la Madrid.
