Paul Toungui (born 7 September 1950) is a Gabonese politician who was a member of Gabon’s government Gabon from 1990 until 2012. His position included Minister of Finance from 1990 until 1994 Minister for Mines, Energy, and Oil from 1994 until 2002 the Minister of State in charge for Economy and Finance from 2002 until 2008, and lastly the Minister of State in charge of Foreign Affairs, from 2008 until the year 2012.
In the parliamentary elections of December 2006 Toungui received a mandate to sit in his seat in the National Assembly as the PDG candidate in the Okonja constituency. After almost seven years of being Finance Minister Toungui became Minister of State Foreign Affairs, Cooperation, La Francophonie, and Regional Integration 7 October 2008. Toungui succeeded Laure Olga Gondout, who was appointed the Minister of Foreign Affairs on October 9.
From March 1994 until Jan. 2002 Toungui served as Minister for Mines, Energy and Oil and was given additional duties for hydropower in the month of January and in the month of January 2001, he was elevated to the position as Minister of State. He was reelected as a member of in the National Assembly as a PDG candidate in the 1996 parliamentary elections as well as the 2001 parliamentary elections. After the 2001 elections, Toungui was moved to the position that of Minister of State economy, Finance, the Budget and Privatization on the 27th of January 2002.

Toungui is the son-inlaw of Omar Bongo, who was the President of Gabon from 1967 until 2009. He was married to Bongo’s daughter Pascaline Bongo, in 1995.
Toungai was born and raised in Okonja which is situated in Haut-Ogooue Province in southeastern Gabon He studied mathematics and receiving a diploma in France. He served as Director General of the Institute of the Economy and Finance from 1983 until. As a candidate for the Gabonese Democratic Party (PDG) during the 1990 parliamentary elections and got elected into Gabon’s National Assembly of Gabon. The same year, he was appointed to in the cabinet as Minister for Finance as well as the Budget in charge of the budget until the month of March 1994.
After President Omar Bongo died in June 2009 and his son Ali Bongo was elected to succeed him, Toungui was retained as Foreign Minister in Ali Bongo’s first government, appointed on 17 October 2009. He kept his position despite a wave of dismissals of other long-serving ministers and key officials. Having survived Ali Bongo’s initial reworking of the government, he was its longest- serving minister, with nearly two decades of continuous experience. He was dismissed from the government on 28 February 2012.
