Paul William Barry Marsden (born 18 March 1968) is a British writer businessman, politician, and politician from the past. His position was that of the Parliamentary Member (MP) in the constituencies of Shrewsbury as well as Atcham from 1997 to 2005. The MP was well-known for his anti-war stance and being elected twice (the first time in the history of Winston Churchill), from Labour to the Liberal Democrats in 2001, before then back in Labour at the end of 2005. He directed a solicitor in the year 2010 to initiate action in relation to hacking of phones that was reported to have taken place in 2003 and was reported by the newspaper. in 2012, Marsden has been appointed as the person to prepare the report of the parliamentary inquiry regarding security of VIPs during the Olympic and Paralympic Games in London. At present, Marsden is the head of Business Intelligence at the construction firm MWH Global.
On April 14, 1999 Marsden presented his Cancer Care Bill with support from cancer charities , including Macmillan Cancer Support, under the Ten Minute Rule that would create the first comprehensive listing of cancer treatment services within the UK to assist patients in finding the place and kind of cancer treatment offered. The Bill led Ruth Fermor Allan to create this directory “Cancer Care 2000,” that was released through Cambridge Healthcare Publishing Ltd in November 2000.
In February 2003, prior to the Iraq War, he visited the USA to give a speaking tour opposing the impending war and laid a Union flag and wreath in commemoration of the victims of the September 11, 2001 attacks at Ground Zero. He also attended the United Nations Security Council session considering the looming war on 14 February. Marsden strongly opposed the war in Iraq and repeatedly voted for an inquiry into the alleged intelligence failings and concerns that parliament was misled.
Marsden complained bitterly that he had been subjected to late night physical attacks by some Labour Whips, which were vigorously denied. Five days later, he defected to the Liberal Democrats on 10 December 2001, citing his disagreements with Labour whips over his opposition to military action in Afghanistan and the resulting civilian casualties. By crossing the floor of the House of Commons, his actions contributed to a parliamentary vote being granted before the 2003 Iraq War. The Big Issue magazine’s readers voted Marsden ‘Hero of the Year’ in 2001 for his opposition to the war in Afghanistan.
Marsden was elected the first (and to date, the his only) Labour MP for Shrewsbury and Atcham in the 1997 general election, with an increase of 11.4 percent; the seat he held in the 2001 election, with a swing of 5.5 percent. At 29 years old He was one of the youngest members elected in 1997. He addressed the Commons for the first time on the 21st of May 1997. He then, in a usual speech in his debut speech, he joked about not being intimidated by Whips. He was appointed as a member of the Agriculture Select Committee and remained for four years, quietly serving as a member of the panel.

Marsden was born in Frodsham in Cheshire to Thomas Darlington Marsden, a distribution manager as well as a Labour councillor, and Audrey Stott, a school teacher. He attended Helsby High School. Marsden obtained a diploma in construction studies in Mid-Cheshire College in 1986, but he was unable to complete an engineering degree in civil engineering after three academic years of Teesside Polytechnic in 1990. He was a part-time student, and he graduated with the management diploma from the Open University and a diploma in business excellence from Newcastle College.
Prior to beginning his presidential career Marsden employed as an executive in the quality department in Taylor Woodrow (1990-1994), as a management expert in NatWest Bank (1994-1996) and as a quality facilitator at Mitel between 1996 and the general election of 1997.
Before retiring from politics, Marsden co-authored the book Voices for Peace published by Simon & Schuster in 2001. Four years later he researched and published a local history book, The Blackfriars of Shrewsbury and returned to business consultancy in 2005. He also wrote more anti-war poetry.

In August 2002 he visited Malawi to turn the media spotlight on the southern African famine and later he travelled to Johannesburg to lobby the United Nations conference discussing the famine affecting Southern Africa.
