While being a Republican Horcher managed to create an eminently moderate record of voting during his time in the legislative session. His support of a variety of crucial votes attracted the attention of Democratic Speaker Willie Brown but made him an outcast among colleagues Republicans. In 1994, Republicans won control of the California State Assembly by a single seat. Horcher was still furious about his own party’s treatment of his party and his family, declared himself an independent and supported keeping Democrat Brown in the helm. The furious Republicans had a chance to win a recall vote against Horcher. Voters were in favor of on the 16th of May, 1995 and then replaced him with it was a coincidence, Diamond Bar city councilman Gary Miller, who turned out to be more than loyal Republican.
In the beginning of 1994 Horcher was also a candidate, but unsuccessfully in an election that was a special one for the California State Senate. The 29th District had been vacant due to an resignation by GOP incumbent Frank Hill, who had been found guilty of corruption. Horcher was third in the race, ahead of GOP Assemblyman Dick Mountjoy and then Diamond Bar city councilman Gary Miller, with the dirt among Mountjoy and Miller is particularly nasty. Horcher did get a reelection easily to the assembly in November.

A student at California State Polytechnic University, Pomona Horcher was a lawyer prior to being a part of his first Diamond Bar Municipal Advisory Council in 1982. In 1989, he co-founded City of Diamond Bar and was elected to the city’s council.
In the year 1990, Horcher got elected in 1990 to his seat in the California State Assembly from the 52nd district, which encompassed the eastern part of Los Angeles County including the cities of West Covina, Whittier and Horcher’s home town of Diamond Bar. Horcher easily won reelection to the district that was renumbered as 60th in 1992.
After leaving the Assembly, Horcher held various position in the administration of Willie Brown, who by then had been elected mayor of San Francisco. He served under Brown from 1996 until 2004, when Brown’s term ended. Following his service to San Francisco, he returned to a real estate and administrative law practice. His niche law practice in San Francisco includes representing massage parlors who have been accused of violating San Francisco Health Code.
