He was a ex- United States Solicitor General and an active partner at Kirkland & Ellis, a law firm. Kirkland & Ellis after its acquisition of his former business Bancroft PLLC. Additionally, he is a distinguished lecturer in law in Georgetown University and an adjunct professor at the New York University School of Law. He was named to the presidency by President George W. Bush on March 14, 2005 for the position of Solicitor General. He was and confirmed by United States Senate on June 8, 2005. He was sworn in as Solicitor General the 13th of June. Clement succeeded Theodore Olson.
On August 27 2007 President Bush declared Clement as the new attorney general in the United States, to take his post following his resignation from Alberto Gonzales, effective September 17th the 17th of September, 2007. According to officials from the administration, Clement took that office at 12:01 am on 17 September 2007 and resigned within 24 hours. On September 17 the 17th of September, President Bush announced that the Assistant Attorney General of the Civil Division, Peter Keisler was to be appointed the acting Attorney General subject to an appointment to a permanent position by a president-elect.
Clement gave notice of his resignation on May 14, 2008, effective June 2, 2008, and returned to Georgetown University Law Center as a senior fellow. He had been mentioned as a possible Supreme Court candidate in a John McCain presidency, and was a coveted potential hire among D.C. legal firms, who reportedly vied to build a firm around his expertise in appellate matters. Evan Tager of Mayer Brown said: “Paul Clement is the Holy Grail of law firm recruiting… The buzz in the legal world about Clement is like the buzz in basketball when LeBron James was coming out of high school and turning pro. It will be interesting to see where the market will go.”
Clement resigned on May 14, 2008, effective June 2, 2008, and joined the Georgetown University Law Center as a visiting professor and senior fellow at the Supreme Court Institute.
Clement was appointed to his position in the United States Department of Justice in February 2001. Prior to being confirmed as the Solicitor General, Clement served as the principal deputy Solicitor General. He was appointed interim Solicitor General the 11th of July 2004 after Theodore Olson resigned. He has argued more than 100 trials before the United States Supreme Court, including McConnell v. FEC, Tennessee v. Lane, Rumsfeld v. Padilla, United States v. Booker, Hamdi v. Rumsfeld, Rumsfeld v. FAIR, Hamdan v. Rumsfeld, Gonzales v. Raich, Gonzales v. Oregon, Gonzales v. Carhart, Hein v. Freedom From Religion Foundation as well as Sekhar in v. United States. He has also argued several of the most important cases before the lower courts that questioned the Bush administration’s implementation of the war on terror. In November 2011, he was the only lawyer to argue numerous cases at the Supreme Court since 2000 than any other lawyer.

Clement was the son of Jean Clement and Jerry Clement, and he was the son of two brothers and one sister. Clement is from Cedarburg, Wisconsin. In 1984 Clement was a graduate of Cedarburg High School, where he was a member of the debate team. He earned his bachelor’s in summa cum laude at Georgetown University’s Edmund A. Walsh School of Foreign Service at Georgetown University, and a master’s degree in economics at Darwin College, University of Cambridge. When he was at Georgetown, Clement successfully competed in the American Parliamentary Debate Association. He earned his J.D. degree from the magna cumlaude at Harvard Law School where he was the Supreme Court editor of the Harvard Law Review. He was also among the 8 editors for the annual Harvard Law Review comedy which was responsible for the release of a satirical parody of an article written by Mary Joe Frug on the one-year anniversary of her murder. Clement and the other seven editors apologized for the parody following backlash from both faculty and students.
Following law school Clement initially worked for Justice Laurence Silberman of the U.S. Court of Appeals for the D.C. Circuit and later in the court of Justice Antonin Scalia of the Supreme Court of the United States. Following his clerkships, he was associates in Kirkland & Ellis in the Washington, D.C. office of Kirkland & Ellis. Clement was later appointed as the Chief Counsel for the Subcommittee on the Constitution, Federalism and Property Rights of the U.S. Senate Judiciary Committee. In the following years, he was an associate at King & Spalding’s Washington, D.C., office of King & Spalding, where he led their appellate practices. He also worked from 1998 until 2004 as an adjunct professor at Georgetown University Law Center, in which he led a class regarding the segregation of powers.
As of November 20, 2008, Clement re-joined King & Spalding as a partner in its expanding appellate litigation practice. As part of King & Spalding, he argued on behalf of the NRA in the Supreme Court case McDonald v. Chicago on March 2, 2010.
