Paulus “Paul” Blokhuis (born 14 November 1963) is an Dutch politician, who is The State Secretary of Health, Welfare and Sports in the third Rutte cabinet since 2017. Paul Blokhuis is an active member of the Christian Union (CU).

Blokhuis quit on the 9th of February 2012 along as three others aldermen following the release of a report detailing million-dollar losses incurred to the municipality when it sold properties. The resignation was accepted on 10 March. Two weeks after, he was appointed following new negotiations to form an alliance. The year 2016 was the first time he participated in discussions regarding the authorization for the addition of more gambling machines to the town, something he was opposed to. Because a majority of municipality’s council members were in support on the issue, he recorded an official objection in documents, but did not officially protest against the decision.

In november 2018, he presented the Prevention Agreement, an agreement concluded between the government, social organizations and private companies aimed at making Dutch people healthier. One of these measures is the implementation of plain packaging for cigarettes in the Netherlands scheduled for the 1.October 2020. This measure is meant to make smoking less attractive to young people in particular.

Blokhuis was elected that following year as the State-Provincial representative of Gelderland. Blokhuis was the party’s Lijsttrekker during the municipal elections of 2006 in Apeldoorn Three members of the council were chosen. Blokhuis was elected as the alderman who was responsible for Welfare, Health, Services and Facilities. After the 2010 elections Blokhuis was elected to the position.

In 1990, he began as an employed by his Reformatory Political Federation (RPF) faction of the House of Representatives, and later joined the Christian Union, a merger of the smaller Christian party RPF along with the Reformed Political League (GPV). He became a specialist in infrastructure and water management, social policies and economics. In the years 1988-93 He was the chairman of RPF-jongeren, a youth group of the RPF which grew under his leadership. He was also the chair of the CU election associations of Wapenveld, Heerde and Woerden.

His portfolio includes Mental Healthcare, Veteran Affairs and Wellness Promotion.
