He was a student at Campbell College, Belfast before taking the BA as well as PhD from Pembroke College, Cambridge. The first book he wrote, Land and the National Question in Ireland 1858-1882 was a revisionist work which challenged nationalist historiography by exploring the struggle between tenants and landowners as well as the tension between small and large tenants. The third volume is a brief study on Charles Stewart Parnell and his family, challenged the arguments presented in an award-winning biography about Parnell written by F. S. L. Lyons however Lyons was among his fellow “doyens” of modern Irish history accepted his young historian’s arguments saying “Nothing Dr Bew writes is without interest.” Bew’s main argument was that Parnell was an essentially conservative person whose main goal was to maintain a post of leadership for the gentry of the Protestant faith in an eventual Home Rule Ireland.
Bew’s political beliefs have changed over time. In an interview in 2004 for The Guardian, he stated that “While my language was more obviously leftwing in the 1970s than today, that sympathy has always been there”. As a child, Bew participated in the People’s Democracy protests. Bew was a part of a group known as The British and Irish Communist Organisation that argued for that the Two Nations Theory of Northern Ireland. Bew had also been a part of the Workers Party of Ireland, which was then also known as official Sinn Fein.
In 2007, Oxford University Press published Bew’s Ireland: The Politics of Enmity 1789–2006, which forms part of the Oxford History of Modern Europe series. The book received positive reviews.
Lord Bew was appointed Chair Committee on Standards in Public Life, an advisory non-departmental public body of the United Kingdom Government, on 1 September 2013. His term is scheduled to end on 31 August 2018. In October 2018, he was appointed as Chairman of the House of Lords Appointments Commission for a five-year term starting on 1 November 2018.
Bew served as an historical adviser in The Bloody Sunday Inquiry between 1998 between 1998 and 2001.

Paul Anthony Elliott Bew, Baron Bew (born 22 January 1950) is a British historian from Northern Ireland and a life peer. He has been employed for Queen’s University Belfast since 1979 which is where he currently teaches Irish Politics, which in which he’s been since 1991.
In 1991-93, he was the president of the Irish Association for Cultural, Economic and Social Relations.
