Patrick Goodchild Halpin (born January 18 1953) is an American politician who was the county’s fifth executive in Suffolk County, New York from 1988 until 1991. Halpin is currently chair of the Suffolk County Water Authority.

The year 1994 was the time that Halpin was appointed Executive Vice-President of the Institute for Student Achievement, located in Lake Success on Long Island. The Institute collaborates with schools to assist low-performing students to stay in school to graduate, go on to college, work, or other higher education and work-related training.

When he was elected in 1987 Halpin got elected Suffolk County Executive at the age of 34, the youngest person in the history of the county. His achievements include instituting the drug education program DARE; an anti-domestic violence program; a homeless housing initiative; and a nationally-recognized open space and environmental program. He was in office from 1988 until 1992 after which he was defeated in 1992 to the left by the late Gaffney, Robert Gaffney. Halpin was raised in Long Island and attended St. Joseph’s School in Babylon. He went to Old Dominion University in Norfolk, Virginia, where he received an B.A. degree in economics and political science. In college, he worked as a volunteer for political campaigns and then a assistant of Tom Downey, who was first elected to the United States House of Representatives in 1974. He was later an aide to the Congress to Downey.

Halpin’s career in politics began at the age of 26 in 1979 when Halpin was elected to represent in the District 13 of the Suffolk County Legislature. On April 20th 1982, he was appointed to the New York State Assembly, to fill the vacancy left through the election by Louis T. Howard to the Suffolk County Legislature. Halpin is the only Democrat in the past 116 decades to get elected into the Assembly from that region. He was elected three times and served as a member of the Assembly until 1987. He was a member in the 184th, 185th the 186th and the the 187th New York State Legislatures. He was chairman of the Committee on Ethics, and the Subcommittee on the Long Island Marine Resources.

In March 2006, Halpin was confirmed by the Suffolk County Legislature to a five-year term on the Suffolk County Water Authority (SCWA). Halpin was re- appointed in March 2011 and March 2016. On December 18, 2018, Halpin was appointed as the Chair of the SCWA to replace Jim Gaughran, who resigned upon his election to the New York State Senate.
