Patrice Talon is one of the most popular and richest Politician who was born on May 1, 1958 in Dahomey, Benin. Patrice Guillaume Athanase Talon (born 1 May 1958) is a Beninese businessman and politician who has been the President of Benin since April 6, 2016.

Talon was an independent candidate during the presidential election. While he was second to the Prime Premier Lionel Zinsou of the Cowry Forces for an Emerging Benin position in the first election, Talon came out on top in the second round, scoring 65percent of the votes. The incumbent, former Premier Lionel Zinsou recognized his defeat in the evening after the vote. On the 25th of March, 2016 Talon stated that the party will “first and foremost tackle constitutional reform” and discussed his plans to limit presidents to one time period, which is five years to fight “complacency”. Talon also stated that he would cut down the number of members in the federal government from 28 to just 16 members.

The president was officially sworn in on April 6, 2016. His composition administration was revealed later in the day. There was no president and two Presidential candidates, who supported Talon at the end of the first round Pascal Koupaki and Abdoulaye Bio-Tchane were appointed to top positions; Koupaki as Secretary General of the Presidency, and Bio-Tchane as Minister of the State to Planning and Development. Talon promised to improve the prosperity of Benin within five years and strengthen its relationship with France. One of his goals include reducing the power and authority of the executive as well as limiting presidents to a single term of five years, a rare type of proposal in Africa.

The year 1983 was when the entrepreneur got involved in the trade of agricultural inputs and packaging activities. In 1985 the year he returned to Benin and set up an organization called the Intercontinental Distribution Company (Societe Distribution Intercontinentale SDI) which provides agricultural inputs to the cotton industry. In 1990, however, the company was re-established after the recommendations of the World Bank to liberalize economies in West Africa countries, in which Benin was asked to be removed from the production chain of cotton. Then, he won the chance to start three cotton ginning plants within the country. Also known by the name of “King of Cotton” for his involvement in the cotton industry, Talon built his empire through connections to his connections to the Beninese ruling class.

He was among the main financial supporters for President Thomas Boni Yayi, financing his presidential campaigns in elections of 2006 and 2011. Benin Control, his company Benin Control acquired two nationally owned companies, Sodeco in 2009 and PVI in 2011. The year 2011 was the first time Talon took over the management of Cotonou’s imported goods through Cotonou’s Port in Cotonou. In 2012 Talon left for France following the accusation of stealing over 18 million euro in tax. He broke up with Boni Yayi, and was accused of being part of an attempt to kill her. He was later pardoned in 2014. He was pardoned in 2015. US publication Forbes listed his as the 15th-highest-income person from sub-Saharan Africa, with a wealth of around $400 million.

On 4 April 2017, the National Assembly failed to pass a bill that would have led to a referendum on Talon’s proposal to limit presidents to a single six- year term. 63 votes in the 83-member National Assembly were required for passage, and the bill fell just short, with 60 votes. Talon said a few days later that he would not pursue the matter any further. He said that he was saddened by the outcome of the vote but that he respected it because of his commitment to democracy. He declined to say whether, in light of the failure of his single-term proposal, he would stand for re-election in 2021.
