Hoy was born on the 20th of May 1950 Chatham-Kent, Ontario to John Hoy and Dolores de Witte. Hoy is a farmer from the Merlin region. Hoy was president of the Kent Federation of Agriculture from 1984 to 1985. He also was an active participant in the Crop Insurance Commission of Ontario from 1987 until 1995 (serving as its Vice-Chair during the years 1992 as well as 1993). He was also the founder of the Kent County Agricultural Hall of Fame and was director for the Ontario Federation of Agriculture. In 1972, he married Debbie Murphy. Hoy is well- known for having certain socially conservative opinions which include being against abortion.

Hoy was elected to four terms in the 2007 provincial election. In March of 2011, Hoy announced that he had decided to step down as a legislator and that he would not run for office in 2011.

Hoy was easily elected again during the 2003 provincial election that the Liberals were able to win. Hoy became the chair of the Standing Committee on Finance and Economic Affairs in the month of December that year. He remained chair until 2011.

Pat Hoy (born September 21 1950) was a politician from Ontario, Canada. Pat Hoy served as an Liberal participant in the Legislative Assembly of Ontario from 1995 until 2011 and was a member of the Chatham-Kent-Essex riding.

Hoy is elected into the Ontario legislature during the provincial election of 1995 for the Essex-Kent riding and defeated Progressive Conservative candidate George Kennedy and New Democrat incumbent Pat Hayes by a margin of approximately 2500 votes. Hoy was a member of the Progressive Conservatives won the election and Hoy was his agricultural critic of the party for following four years. Hoy supported Dwight Duncan’s campaign to head his party, the Ontario Liberal Party in 1996.

Because of redistribution, Hoy was forced to face another incumbent, Progressive Conservative Jack Carroll, in new riding of Chatham-Kent—Essex in the 1999 provincial election. Hoy scored a convincing victory, winning by 8,001 votes. The Tories again won the election, and Hoy continued to serve as his party’s agriculture critic until 2000, when he was transferred to transportation.
