The year 1998 was the time that Duncan was elected as the new leader of the Yukon Liberal Party. From 1998 to 2000, Duncan served as the leader of the official Opposition of the Legislative. In the general election in 2000, Duncan was able to lead his Yukon Liberal Party to a majority government, beating New Democratic incumbent Piers McDonald. In 2000, the Liberals won 10 seats and won 42.7 percent from the vote. In the spring of 2002 it was reported that the Liberal majority was diminished to a minority following the departure from three Liberal MLAs: Mike McLarnon, Don Roberts and Wayne Jim. The reason for their departures was said to be Duncan’s apparent shrewd and secretive leadership style.
At the 2005 Yukon Liberal Party leadership convention, Duncan was defeated by Arthur Mitchell by a margin of 357 votes to 303. Citing health concerns, she did not seek re-election in the 2006 general election.
Duncan was appointed to the Senate of Canada on December 12, 2018.

Pat Duncan (born April 8 1980) is an Canadian politician hailing from Yukon. Duncan was the chief of the Yukon Liberal Party from 1998 until 2005 and served as the sixth premier in Yukon from 2000 to 2002. Duncan became the very only Liberal Yukon premier Yukon and also the first female premier of the Yukon as well as the second women within Canadian history to be elected the post of premier of a province or territory in an election that was general in nature, and the first time through defeating an incumbent prime minister and the first to achieve this feat by defeating a male rival.
Before entering politics, Duncan was a small business owner. She was also chief executive officer of the Whitehorse Chamber of Commerce. In the early 1980s, Duncan served as a special assistant to Progressive Conservative Deputy Prime Minister Erik Nielsen. Duncan was in the position until Nielsen’s retirement in 1987.
On October 4, 2002, only two years into Duncan’s five-year term, she called a general election for November 4, 2002. The rationale for the election was to achieve certainty in the legislature, however many Yukoners were angered at the quick election. The Yukon Liberals were reduced to only one seat after the election – Duncan’s own riding of Porter Creek South. Yukon Party leader Dennis Fentie, a former NDP MLA, lead his new party to victory. The Liberals were reduced to third party status with Duncan as the sole Liberal MLA.
