De Castro became a Member of the European Parliament after the 2010 European elections. In the parliament, he’s part of the Progressive Alliance of Socialists and Democrats group. Since 2009, he’s been a member of the Committee on Agriculture and Rural Development. Between 2009 and 2014 De Castro acted as the chairman of the committee. In this role as chairman, he facilitated the parliament’s discussions in 2013 together with members of the Council of the European Union regarding the Common Agricultural Policy (CAP) budget for 2014-2020. Since 2014, he’s been working as the group’s coordinator on the committee. In the year 2019, he was a member of with the Committee on Budgets.

A participant in the Political Elections held from 9 to 10 April 2006 in Apulia, on Apulia on the Olive Tree list, De Castro was elected to the last session of the Legislature. In May 2006 , he was named the Minister for Agriculture, Food and Forestry policies in the government, which was presided by Romano Prodi.

In San Pietro Vernotico, Apulia as the farmer’s son, De Castro grew up on the family’s farm of 36 acres. In 1980, he completed his studies at Bologna receiving the highest grade in Agriculture Science.

From January 2001 until May 2004 De Castro chaired the “Nomisma” Economics Studies Institute. He also served as the chairman of the Qualivita Foundation and currently runs the International Agricultural Policy Magazine edited by the Informatore Agrario in Verona. He is also a professor of the Agriculture Academy of Bologna, the Georgofili Agricultural Economics Academy of Florence as well as the Agriculture Academy of Pesaro and the National Academy of Treja. Between 1996 and 1998, he served as the economic advisor to the Prime Minister Romano Prodi and Economic Advisor of the Minister of Agriculture and Forestry Resources, Michele Pinto. From 1 June until the 31st of December, 2000 he was appointed a special advisor of the President of the EU Commission. From the 21st of October 1998 until 25 April 2000, he served as the Minister for Agriculture and Forestry Policies in the two governments headed by Massimo D’Alema. On November 2000, President Carlo Azeglio Ciampi awarded him the “Cavaliere di Gran Croce al merito della Repubblica Italiana”merit honour. He is the coordinator of science at the International Center for Advanced Mediterranean Agronomic Studies (CIHEAM) located in Paris as well as the scientific director of Genio Rurale Magazine: a journal that focuses on the evaluation of goods and research on the territory of Edagricole. He is also a member of the Italian Agricultural Economics Societies (SIDEA) and the European Agricultural Economics Association (EAEA).

In addition to his committee assignments, De Castro has been a member of the parliament’s delegation for relations with the United States (since 2011) and of the European Parliament Intergroup on Extreme Poverty and Human Rights. From 2009 until 2011, he was also a member of the delegation for relations with the Palestinian Legislative Council.
