Parvatagouda Gaddigoudar was born the 1st of June 1951 in a hamlet of a tiny size Heballi in the Bagalkot District to Balavva and Chandanagouda Gaddigoudar. He was a graduate of the Faculty of Arts at Basveshwar Arts College at Bagalkot associated with the Karnatak University. He then earned the bachelor’s program in Law at the highly regarded Raja Lakhamagouda College of Belgaum.
Before the election to the fourteenth Lok Sabha, Gaddigoudar had denied reports that he would quit All India Progressive Janata Dal (a separate group from Janata Dal with allegiance to Ramakrishna Hegde) to join the Bharatiya Janata Party. But just prior to voting, he joined with the Bharatiya Janata Party with his supporters and secured the nomination for the party from the Bagalkot Lok Sabha Constituency. He was elected to in the 14th Lok Sabha by securing 459,451 votes, while his closest opponent, R.S. Patil of the Indian National Congress, secured 292,068 votes.
He began his public career in the 1980s and the biggest gain came when he got appointed by the Chief Minister in Karnataka, Ramakrishna Hegde in 1987 as the chairman of the committee to examine district reorganisation. The report was executed by J.H. Patel in 1997 and 1998. He was credited with the establishment of Bagalkot district that was formed after the division of Bijapur. Parvatagouda Gaddigoudar was appointed to the Legislative Council of Karnataka in 1988. In 1994, he failed to gain a seat for the Janata Dal and contested the elections to the Assembly as an independent candidate.
