In his role as Director for Mars Exploration, Figueroa led a group of over a hundred scientists, engineers and experts in an agency’s most challenging research projects to find out if life existed at all on Mars. The long-term goal of the program is to bring humans into its current hostile surroundings. Under his leadership, it was the Mars Explorer Rover mission launched Spirit and Opportunity in 2004. The launch of two rovers within a few days of one another had never been attempted before. And it was completed in just three years from the time of conception to launch, in aftermath of the mission’s failures that occurred on Mars 1998.

The year 1997 was the first time Figueroa was appointed to the Senior Executive Service of the U.S. Federal Government. In September 23, 2003, he was named the Director of the Solar Systems Division in the Space Science at NASA Headquarters and also held the post of Director for Mars Exploration.

Figueroa was enrolled at Figueroa enrolled in the University of Puerto Rico at Mayaguez and, in 1978 the student earned his bachelor’s degree with a major in Mechanical Engineering. Following his graduation after which he furthered his study and took advanced classes for Mechanical Engineering at the University of Maryland, College Park.

In August 2005 Mr. Figueroa was appointed to the position of Director for System Safety and Mission Assurance at the Goddard Space Flight Center. In October 2005, Figueroa was named Director of Applied Engineering and Technology at Goddard, as such he is responsible for 1,300 employees and provides guidance on engineering and system technology. In January 2010, he accepted the position of Deputy Center Director for Science and Technology of Goddard Space Flight Center. Mr. Figueroa currently resides in Maryland with his family.
