After the Taiwanese government closed down the Taiwan branch of Dream Success International in September 2014 leaving thousands of “investors” without recourse, Ong Kean Swan said there was nothing he could do (“圆梦无力回天”). In early 2015, Dream Winners and Surewin4u were widely revealed as a multi-level pyramid scam that operated not only in Malaysia and Taiwan, but also in Singapore and China.
Because he could not be found, his surrogates in Singapore were sued by a defrauded investor in 2017. The defendants settled out of court. Estimates of Singapore investors’ losses are as high as 50 million Singapore dollars (US $36.7 million).
The Surewin4u website claims that Peter Ong, in 2008, created a coffee shop that was a success franchise idea. This was the year Peter Ong together with his brother Philip joined The Island Red Cafe (Red Island Coffee) franchise. The Ong brothers came up with the multi-level marketing strategy that was a blueprint for Island Red Cafe franchises through their business MLB International. The pyramid scheme failed in 2011 and Ong Tong Swan (Philip Ong) Peter Ong’s younger brother, as Director of Island Red Cafe, pleaded guilty of fraud.

Peter Ong Kean Swan (born 7 November 1982) is a Malaysian Chinese businessman. His businesses were basically pyramid schemes and were barred from China, Malaysia and Taiwan due to allegations of fraud.
In 2007, Ong was employed as a distributor of the multi-level marketing firm Melilea, a business that sells cosmetics and health products. In a lawsuit for defamation, Ong was charged with violating the terms of his distribution contract and divulging confidential information. Although the newspaper and other defendants were found not to not be defaming, a the judge ruled against Ong as well as the two other distributors. Ong responded to the complaint however, he chose to not appear in court.
In 2013, Ong was arrested for impersonating Perak royalty and using the title Tengku to which he was not entitled.
