Oliver Nicolai Lepsius was born in Munich. At the time of his school’s examinations (Abitur) the school he attended was the school in Weinheim (near Heidelberg). Then, he began the military service. Then, he pursued a degree in Jurisprudence in Bonn before moving to Munich and there it was that he took the necessary state-wide professional exams (“Staatsexamen”) for both the state and professional levels. It was at Munich where he earned his doctorate in 1993. At this point, his studies included a period studying at Chicago’s University of Chicago, from where he earned the Master of Laws (LL/B.) degree. It was also in Munich where he was awarded an habilitation (higher academic degree) for his work on the rights of property in the public law.
