She was named among seven deputy ministers in the cabinet headed by the prime ministre Dmitry Medvedev on 21 March 2012. She is responsible for social issues and policies within the cabinet. The vice-presidency for social affairs was established in May of 2012. Golodets is a proponent of market reforms in Russia. Marc Bennetts, writing for the Russian daily Ria Novosti, stated that Golodets is believed to be close to Medvedev and has connections to businessman and politician Mikhail Prokhorov. It was actually Prokhorov who suggested Golodets for the position of deputy premier. The business connections between them stem of Golodets employment in Norilsk Nickel where they worked with each other. However because Golodets has no prior experience working as a federal bureaucrat, she was seen as an example of “dark horses” in the cabinet.

Olga Yurievna Golodets (Russian: Ol’ga Iur’evna Gulodets born on June 1, 1962) is an Russian economist and politician who served as deputy Prime Minister of Russia between 2012 and 2020. She was the highest ranking female member of Vladimir Putin’s cabinet.

Golodets started her research career in the R&D institute of labor and the institute for employment issues at the Russian science academy. She was employed there from 1984 until 1997. After that, she was the director of the Reformugol Foundation (1997 – 1999). She was the director of the human resources and social policy department, and later deputy director general of social policy and human resources at the Norilsk Nickel company (1999 – 2001, and 2002 – 2008.). In 2001 she was named the deputy governor for social concerns in the Taimyr (Dolgano-Nenets) autonomous Area. From July 2008 until December 2010, she was the president of the Russian employer’s association for inter-industry as well as the board chair of the Soglasiye Insurance Company. In addition, she was vice-mayor of Moscow for health and education between 3 December 2010 and 22 May 2012. She also served as a member of the Moscow city administration during the same time.
