Oleg Babak is one of the most popular and richest Military Officer who was born on February 25, 1967 in Pyriatyn, Poltava Oblast, Ukraine. Born on February 25 1967 in the village of Victoria today Pyriatyn district in the Poltava Oblast of Ukraine in the home of a worker’s family. From 1974 to 1982 , he was a student at the rural school of Victoria village. Victoria village, then on to the village school of Teplovsk. He graduated in 1985 and began his studies into the Higher Political School of the MIA of the USSR. He was admitted to the CPSU in 1988. Following his graduation in 1989, he was a member of the 21st Brigade of Special Designation of the Internal Troops of the Ministry for Internal Affairs of the USSR (stationed in Sofrino village in the Moscow Oblast) as a deputy company commander responsible for the political aspects.

On the orders by the minister of internal Affairs in the USSR, Hero of the Soviet Union Oleg Yakovlevich Babak has been enrolled on the rosters of the members belonging to the 21st Sofrinsky Brigade of special designation. In October of 2010, the park on the platform Ashukinskaya of the Pushkin District (Moscow Oblast) was erected a monument in honor of Oleg Babak. The school in the Victoria village was named after the Oleg Babak, the hero who studied at Oleg Babak. In the Moscow suburbs, there is a street that is part of One of the towns was was officially named after the final Hero in the Soviet Union.
