Norton Allan Schwartz (born December 14 1951) is a retired United States Air Force General who was the 19th Chief of Staff of the Air Force from August 12 in 2008 until his retirement on 2012. The Chief of Staff Schwartz was the top in uniformed Air Force officer responsible for the training, organization and equipping of over 700,000 active duty Air Force, Air Force Reserve, Air National Guard and civilian units operating across the United States and overseas. As an officer of the Joint Chiefs of Staff, Schwartz served as an adviser to the military of the secretary of Defense, National Security Council and President. He was previously the Commanding Officer, United States Transportation Command from September 2005 until August 2008. He is now the chief executive officer and president of the Institute for Defense Analyses, in place since January 2, 2020.

The year 2013 was the first time Schwartz was appointed to the Board of Trustees of the Institute for Defense Analyses. In July of 2019, Schwartz was selected to become the IDA’s President and CEO from on January 2, 2020.

Schwartz has been a USAF Command Pilot with more than 4,400 flying hours on various aircraft. The pilot has flown C-130 Hercules and MC-130 Combat Talon I and Combat Talon II aircraft and MH-53 Pave Low III and Pave Low IV, and MH-60 Black Hawk and Pave Hawk special-ops helicopters. His background in operations dates back to the end of the war during the Vietnam War; at the time the war, he was a team member who was part of the airlift evacuation that took place in 1975 Saigon. By the year 1991, he was chief of staff for the Joint Special Operations Task Force for Northern Iraq during the first Gulf War. He was a crew participant in the airlift-based evacuation from Saigon and in the year 1991 was appointed Chief of Staff for the Joint Special Operations Task Force for Northern Iraq in operations Desert Shield and Desert Storm. The year 1997 was the time he headed his Joint Task Force that prepared for the noncombatant evacuation for U.S. citizens in Cambodia.
