Noreen Hay (born 10 March 1951) is an Australian politician, and was a former elected member of the New South Wales Legislative Assembly. She was a member of Wollongong in the Labor Party from 2003 to the year 2016. In July of 2015, Hay stood down as NSW Opposition whip due to allegations of fraud in the electoral process in the state and stacking branches.
Governor Nathan Rees dismissed Noreen Hay from her post as the Parliamentary Secretary of Health on September 12, 2008 following allegations that she was involved in a simulated mammary sexual relations with the Police Minister Matt Brown at an office event in June. Brown and Hay both denied the allegations. Brown and Hay have denied the allegations.
After the election of 2007, Hay was appointed Parliamentary Secretary to Health Minister Reba Meagher. Her resignation was announced in February 2008 due to Premier Iemma having been identified to an ICAC review of Wollongong Council. Hay was appointed again in March 2008 following being granted a clean slate by ICAC.

Hay Herlihy was born in London to a family of working class who were practicing Christians. Hay was the second oldest of five children of her parents Nora Herlihy and Tadg Herlihy. They were immigrants into the United Kingdom from Cork, Ireland. She was married to Christopher Martin Hay and in 1982, they immigrated together with four of their children, into Wollongong, New South Wales.
