Noreen Marie Evans (born April 22nd 1955) is an American politician and lawyer who was an elected participant in the California State Senate. As an Democrat she represented the 2nd district that encompassed Humboldt, Mendocino, Lake and Napa counties and portions from Sonoma and Solano counties.

In 2004, after Evans finished her second city Council term back in 2004 her 7th Assembly District seat in the California State Assembly was open since incumbent Pat Wiggins, was barred by term limitations from running for the seat again. Evans was a candidate for the seat, and was elected in November 2004 and was elected again in 2006, without facing opposition. In 2008, she was elected again but in 2010 she was banned by term limits of not being able to run for another term.

On August 12, 2013, Evans announced that she would not be a candidate for reelection and that she would return to private law practice.

In January 2016 Evans entered the race for supervisor in Sonoma County’s 5th District. However, she was defeated by organic farmer Lynda Hopkins 23,259 votes to 19,601.

Evans was first elected to the political scene in the year 1996 when she received a seat on her first position on the Santa Rosa City Council. In March of 2000, she was defeated by the incumbent Tim Smith in a primary race to be elected the seat of the 3rd District in the Sonoma County Board of Supervisors 52% to 48 percent. In November 2000, she was elected as a city council member.

Evans went to California State University, Sacramento where she graduated in 1978 with a bachelor’s degree in the field of government. After that, she went to the University of the Pacific’s McGeorge School of Law, earning the title of J.D. in 1981.

In August 2009, Wiggins, who had been elected to the State Senate in 2006, announced that she would not run for re-election in 2010. Evans ran for the seat being vacated, and was nominated in June 2010 as the Democratic candidate. She won the general election in November 2010.
