In the month of September, 1991 Dempsey played a major participant in the so- called “gang of four” which suggested motions to rebuke Charles Haughey as the leader of the party. Other participants in the group included Sean Power, Liam Fitzgerald and M. J. Nolan. Dempsey stood with Albert Reynolds in his unsuccessful attempt to remove Haughey at the time. The year 1992 saw Reynolds was elected party Taoiseach and leader, and Dempsey’s loyalty was acknowledged by being named Minister of State, with the responsibility of the Chief Whip. He also took over the Office of Public Works. He held these posts up to the time of his resignation by Reynolds for the position of Taoiseach and the demise of the Fianna Fail-Labour party in 1994.
During his tenure as Minister, Dempsey continued to serve as the Fianna Fáil director of elections. His first major success was the election of Mary McAleese to the position of President of Ireland in 1997. Two years later in 1999 he presided over the most successful local election campaign for the party ever.
Following the 1997 general election Dempsey was a key player in helping to negotiate a programme for government between Fianna Fáil and the Progressive Democrats. When Bertie Ahern became Taoiseach Dempsey was appointed to the position of Minister for the Environment and Local Government. His tenure as Minister has been described as one of reform and modernisation, with Frank McDonald of The Irish Times even describing Dempsey as the best holder of the environment portfolio since the position was created.
Dempsey was elected first to Dail Eireann in the general election in 1987 as the Fianna Fail TD from Meath. Soon after his election as a TD, he was appointed an official part of the Public Accounts Committee, one of the most well-known committees of the Oireachtas. Dempsey was initially a defender of Fianna Fail leader Charles Haughey However, he grew dissatisfied with his leadership when he was able to lead Fianna Fail into coalition with the Progressive Democrats following the 1989 general election. He was among many members of the TDs who were strongly opposed to the move. In the aftermath of this Dempsey was able to remain on the back benches.

Noel Dempsey (born 6 January 1953) is an Irish former Fianna Fail politician who served as Minister for Transport from 2007 until 2011 and the Minister of Communications, Marine and Natural Resources from 2004 until 2007. Minister of Education and Science from 2002 to 2004. Minister of the Environment and Local Government from 1997 until 2002 Minister of State at the Department of Finance from 1993 until 1994 Minister of State at the Department of Defence and Government Chief Whip from 1992 until 1994. He was an Teachta Dala (TD) from 1987 until the year 2011.
Dempsey first began to get involved in politics during the beginning of the 1970s, when the group he was in was a member of Ogra Fianna Fail, the youth section of Fianna Fail. Later, he was a speaker at the first national Ogra conference Ogra in 1973. In the space of three years Dempsey was elected to Meath County Council as a Fianna Fail County Councillor in 1977 following the passing of John Bird. He was at the time the youngest member of the authority, and he later became the youngest chairman of the council in 1986. Dempsey increased his local profile during this time when he also served as a member on the Trim Urban District Council.
In December 1994, Bertie Ahern became leader of Fianna Fáil as the party moved into opposition. Dempsey was appointed to the front bench as Spokesperson on the Environment and Local Government. During this period in opposition he was heavily involved in key election strategies, most notably in the Dublin West by-election which was won by Brian Lenihan Jnr. It was Fianna Fáil’s first by- election victory since 1985.

Coming to the end of his tenure at the Department of Communications, Marine and Natural Resources and before the reshuffle after the general election in May 2007, his department pursued the resurrection of Digital Terrestrial Television following its failure to be established under the Broadcasting Act 2001 due to unfavourable economic conditions for venture capital around the DTT market in many countries in 2001. First his department invited tenders to build and programme a DTT trial in Dublin and County Louth. The failure seemed to lie around a commercial network builder model and the difficulties in creating revenue generation return for such investment and the solution seems to be the involvement of broadcasters in building the networks. An amended piece of legislation amended this model towards a multiple operator model and resulted in the Broadcasting (Amendment) Act 2007. A similar model has been successful during the intervening years in the UK and Spain.
