He is a Conservative Party politician and Leader of the Welsh Conservative Party. He also served as Member of the National Assembly for Wales for Mid and West Wales (August 1999 to May 2011).

He was elected by the Welsh Conservatives to serve as their representative on Commission on Devolution in Wales. This commission is chaired in part by Paul Silk. Edwina Hart also appointed him to the chair of Haven Waterway Enterprise Zone, which he presided over from August 2012 to August 2014. He was also the Conservative representative on Williams Commission on Public Service Governance and Delivery.

Bourne was created a life peer on 9 September 2013, taking the title Baron Bourne of Aberystwyth, of Aberystwyth in the County of Ceredigion, and of Wethersfield in the County of Essex.

Lord Bourne was made a whip in the House of Lords on 11 August 2014, replacing Lord Bates who had been promoted as part of a mini-reshuffle following the resignation of Baroness Warsi.. During this period he was responsible for piloting the Pensions Schemes Bill through the House of Lords.

In 1999, he was first elected to the National Assembly for Wales. He was re- elected in 2003. Bourne was the head of the Conservatives’ regional list during his entire time in the National Assembly. Bourne was the party’s spokesperson on constitutional issues and sat on the Assembly’s European and External Affairs Committee. From August 1999 to July 2007, he was leader of the Welsh Conservatives and Leader of Opposition in National Assembly. After a minor reshuffle, Bourne was also made the Shadow Minister of Finance and Public Service Delivery. He remained in that position until 22 October 2008.
