Shakur, who was allegedly the leader of the group, managed to evade capture for six years, and so was the last to be tried on the charges related to the robbery. In 1980s Shakur and Marilyn Buck were charged with Racketeer Influenced Corrupt Organizations Act (RICO). He was still at large when, on July 23, 1982 he was added by the FBI as the 380th person to the Ten Most Wanted Fugitives List. The FBI arrested him in California on February 12, 1986. Shakur and Buck were tried and convicted in 1987.
Since his incarceration, he founded a New York-based organization named Dare 2 Struggle that released a 10-year anniversary tribute album for Tupac Shakur called A 2Pac Tribute: Dare 2 Struggle in 2006 through music industry veteran Morey Alexander’s First Kut Records and Canadian activist Deejay Ra’s Lyrical Knockout Entertainment. The album features artists such as Mopreme Shakur, Outlawz, and Imaan Faith. As Shakur explains it, the CD was created in order to motivate, inspire, and challenge black people to struggle against their obstacles. He also recorded a radio PSA for Deejay Ra’s “Hip-Hop Literacy” campaign, encouraging reading of books about Tupac. Shakur was interviewed in the Oscar-nominated documentary Tupac: Resurrection, in which he described how he wrote a “Thug Life Handbook” with Tupac, expressing an anti-drug and anti- violence message.
Shakur was among six Black Liberation Army members who carried out the 1981 robbery and theft of an armored vehicle. They robbed a Brink’s armored vehicle at Nanuet Mall in Nanuet (New York), and killed Peter Paige. Another Brink’s guard Joseph Trombino was also killed. Then, they murdered Edward O’Grady, Waverly Brown, and then killed two Nyack officers, Waverly and Waverly Brown. This was the first time that a Nyack, New York police department member had been black. Trombino was able to recover from the injuries he sustained in this incident, but he was murdered in 2001 during the September 11 attacks.

Mutulu Shakur, born Jeral Wayne Williams on August 8, 1950, is an American activist and former member the Black Liberation Army. He was sentenced to 60 years imprisonment for his role in a 1981 robbery at Brinks armored trucks in which two officers and a guard were killed.
Shakur began working with the Lincoln Detoxification (detoxification), Community (addiction treatment), Program in 1970. This program offered treatment for addicts using acupuncture instead of the FDA-approved drug methadone. In 1976, he was licensed and certified to practice acupuncture in California. He was eventually appointed the assistant director of the program and remained with it until 1978. He helped found and lead the Black Acupuncture Advisory Association of North America, (BAAANA), and the Harlem Institute of Acupuncture.
Although federal parole was abolished pursuant to the Sentencing Reform Act of 1984, Shakur’s convictions were exempt because the Act’s provisions didn’t take effect until 1987. Thus, under the rules in effect at the time of his conviction, he was due for a mandatory parole determination after serving thirty of his original sixty-year sentence, which came in 2016. However, the United States Parole Commission denied his release in 2016 and 2018.
