Mustafa Babanli is one of the most popular and richest Physicist who was born on February 21, 1968 in Saatly District, Azerbaijan. Mustafa Babanli was the child of a teacher family in Saatli (Azerbaijan SSR) on February 21, 1968. After graduating from a high school of mathematics and physics in 1983, he was accepted into the Faculty of Physics of Metals, Engineering and Physics at Kyiv Polytechnic Institute. Following his cum laude graduation, he started his career as an engineer-technologist at Kristal Special Design Bureau under the Azerbaijan National Academy of Sciences.
Mustafa Babanli presented his doctoral thesis to the Technical University Dissertation Council on February 27, 2008, and was awarded his Doctor of Technical Sciences degree on January 23, 2009. He is currently a member the above-mentioned Dissertation Council.
On September 3, 2015, Mustafa Babanli was appointed Rector of the Azerbaijan State University of Oil and Industry. He is a member of the International Association of University Presidents, serving as Regional Chair for Middle East, Caucasus & Central Asia.
He has been working closely with the Institute of Physics of Metals of the National Academy of Sciences of Ukraine, (Kiev), the Chimie ParisTech, Paris, France), the University of the Balearic Islands, Palma de Mallorca (Spain), and the Technische Universitat Bergakademie Freiberg (Freiberg). He led several international scientific projects within the framework of this collaboration, including STCU-453 (1997-1999), Dnipro (2002-2005), STCU-3520 (2006)-2009), ECONET (2002–2009), CNRS–ANAS (2009–2010), CNRS–ANAS (2010–2011), STCU-5078 (2010) and STCU-5595 (2012).

Mustafa Babanli completed post-graduate studies at the Institute of Physics of Metals of Ukraine between 1990-1992.
