Hannemann ran in 1986 for the First District of the U.S. House, which was being vacated that year by Cecil Heftel. Heftel sought the governorship. Hannemann won in the Democratic primary election, but lost the special election to replace Heftel’s unfinished term to Neil Abercrombie. He lost the general election to Pat Saiki, a Republican candidate.

Hannemann would again be tapped for government service in 1991, appointed by Governor John D. Waiheʻe III as Chairman of the Hawaii Pro Bowl Host Committee, Chairman of the Task Force on Homeporting, Director of the Hawaii Office of International Relations and Director of the Hawaii Department of Business, Economic Development and Tourism.

In 1994, Hannemann was elected to the Honolulu City Council representing Aiea and Pearl City, and in 1996 he founded the Pacific Century Fellows Program modeled after the White House Fellows Program. He was re-elected to his seat in 1998. He served as Council Chairman from 1998 to 1999. Differences in opinion with then-Mayor Jeremy Harris led to his resignation from the Council in 2000 to run against Harris. Harris won re-election in the September 2000 non-partisan election with enough votes to avoid a run-off that November.

He was appointed to the Schutter Foundation’s advisory board in 1981 by David Schutter, a Hawaii criminal defense lawyer. His business career was with C. Brewer & Co. from 1984 to 1991, one of Hawaii’s oldest agribusinesses. He was Vice-President for Corporate Development, Marketing, and Public Affairs at Brewer. He is also the principal and founder of MFH Enterprises. This professional consulting firm does business in Hawaii, the US mainland, and the Pacific Rim. He was elected the President and CEO of the Hawaii Lodging and Tourism Association in July 2015. He was the leader of the HLTA, the largest private organization in the state’s visitor industry.

Muliufi Francis Hannemann, born July 16, 1954, is an American politician, businessman and executive for non-profit organizations. In 2004 and 2008, he was twice elected Mayor of Honolulu. Hannemann was a special assistant at the Department of the Interior in Washington, D.C., and was awarded a White House fellowship during the Reagan administration. He was also the Honolulu City Council’s chairman. He is the first Samoan descendant to be elected Mayor of Honolulu. Neal Blaisdell was previously the first.

Muliufi Franz Hannemann was born in Honolulu by his German-Samoan father Gustav Arthur Tafu Tupulo Hannemann II and his Samoan mother Faiaso Soliai. His grandfather High Chief Muliufi Soliai signed the deed to cession which transformed Eastern Samoa into the US Territory, American Samoa. After completing the sixth grade at Kalihi Kai, Puuhale, and Fern elementary schools, he was accepted to the Iolani School on a scholarship. He received an honors degree and played in basketball and American football. Hannemann moved to Harvard University in the fall 1972. He was elected freshman class president, and was also varsity basketball’s letterman. Hannemann graduated from Harvard in 1976 and continued his education as a Fulbright scholar at Victoria University of Wellington, New Zealand. After his studies, he returned to Honolulu to teach at his alma mater Iolani School. He was a basketball coach and a history teacher.

In 1990, he ran for Congress again, this time for the Second District seat vacated by Daniel Akaka, who was eventually elected to the U.S. Senate. He lost the Democratic primary to Patsy Mink, who eventually won the seat.
