Movladi Udugov is one of the most popular and richest Propagandist who was born on February 9, 1962 in Grozny, Chechnya, Russia. Movladi Saidarbievich Udugov (Russian name: Movladi Sidarbievich Udugov; born February 9, 1962, Germenchuk in Shalinsky District of Chechnya into Shirdi Teip) is an activist who was also the former First Deputy Prime Minster of the separatist Chechen Republic Of Ichkeria (ChRI). He was the Chechen propaganda chief and was responsible for the victory of the Information Front by the Chechen separatists during the First Chechen War.

Russian authorities accuse him of being the chief organizer of the Chechen rebel-led attack against Dagestan in august 1999. Since March 20, 2000, Udugov has been wanted by Russia’s federal government. He is accused of violating Article 279 of Russia’s Criminal Code that outlaws “armed rebellions.” Udugov fled Chechnya in September 1999 to escape the Second Chechen War. This led to a rapid decline in his influence over the Chechen separatist movement. Although reports of his travels to Afghanistan, Turkey, Scandinavia, Turkey and the United States were reported, no evidence has been provided. His current location is unknown. After his victory over moderate Chechen leader Akhmed Zakayev in February 2006, Udugov was once more an official rebel spokesman and headed the National Information Service (NIS), State Defense Council. Udugov was alleged to have proclamated the Caucasus Emirate in October 2007. During the constitutional crisis that followed, the ChRI government exiled by Zakayev fired Udugov from his position as head of NIS. The service was then abolished. Since 2007, Udugov runs the Informational- Analytical Service of the Caucasus Emirate.

Udugov, who was not a candidate for President of Ichkeria after the First Chechen War ended, received less than 1% of the votes in the January 1997 elections. He represented an unpopular radical Islamist platform during his campaign. Udugov was again elected Deputy Prime Minister and Minister of Information in Aslan Maskhadov’s government. He travelled to Moscow several times between 1996 and 1997 as part of the Chechen delegation that signed the peace treaty at Moscow’s Kremlin. Udugov, a member of the Chechnya-Dagestani political movement, founded Islamic Umma in August 1997. Udugov, Shamil Basayev, and other Dagestani and radical Chechen figures, founded the 1998 association Congress of the Peoples of Ichkeria. Udugov was a member of the founding committee of Kavkaz Center in Chechen, an international Islamic Internet agency. He also sponsors several websites including The Chechen Times, which he wrote in Russian. An Anti-Defamation League investigation found that Udugov promoted antisemitic ideas through his media.
