Manuel Monsour Tabib del Rosario III, born May 11, 1965, is best known for his role as Monsour del Rosario. He was a former congressman from Makati’s first legislative district and a former City Councilor from Makati’s 1st District. He is well-known as a Filipino taekwondo champ and actor who starred in many international and Filipino action films. He is a part of the Partido Demokratiko Pilipino ng Bayan (PDP -Laban) and has been participating in Makati council for its first legislative district since June 30, 2010, 2010. He is the Secretary General of the Philippine Taekwondo Association and a member of the Philippine Olympic National Sports Association Martial Arts Council.

As early as 1986, Del Rosario was seen in Filipino action movies. His most notable roles were in Bangis (1995), Buhawi Jack (191998), and Pintado ((2000). He was a part of several international film productions including Demonstone (1989), Bloodfist 2 (90), Techno Warriors (191998), working with international martial artist Darren Shahlavi. Four n Films produced Joe Pring 2: Kidlat ng Maynila (1991). Del Rosario was joined by Phillip Salvador, Aurora Sevilla, and Willie Revillame. He was also seen with Lito Lapid and Monica Herrera in Medal of Valor – Habang Nasasaktan Lelong Tumatapang (1991), also produced by Four n Films. His last movies were Tatlong Baraha (2006) and Super Noypi (2006).

Del Rosario joined in 1982 the Philippine National Taekwondo Team and remained there until 1989. He was the team’s captain for the last four years.

He then switched to taekwondo as a student under Hong Sung-Chon in 1977. Del Rosario was awarded a Korean 8th Dan Taekwondo Black Belt under Master Hong. He graduated from the De La Salle University in Manila.

While he was on the team he was ranked first in the Philippines for the Lightweight Division. He was also an eight-time National Lightweight Champion. He competed in many international competitions from 1982 to 1989, including the 1988 Seoul Olympics and the Southeast Asian Games, Asia Games, World Games, World Taekwondo Championships, and the Asian Taekwondo Championships. He won a gold medal at the 14th and 15th Southeast Asian Games and a bronze medal at the 10th Asian Games. He also reached the quarterfinals during the 1988 Seoul Olympic Games.
