He started and developed several companies in Morocco as part of the holding HnS. He was a former minister, but he decided to concentrate on his businesses and quit politics on 26 December 2019. In 2009, he was the Minister of Youth and Sports for Abbas El Fassi’s government.

He was elected Minister of Youth and Sports in El Fasi2 government during the reorganization that took place on 29 July 2009. Although he claimed to have been Istiqlal, he accepted the offer to become a minister. The position he held until 2011 was his last. Moncef Belkhayat was elected member of National Coalition Political Bureau of Independent. 2005. His goal was to be a “Full Service Provider”, covering all aspects of the value chain, from import to media purchasing through distribution, marketing and logistics of storage and transportation of any consumer goods. H&S Holding actually has 16 subsidiaries and 1,600 employees. In 2015, the Holding earned 2.8 billion dirhams of revenue.
