In January 2003, Shata was Minister of Internal Affairs and blamed “mischiefmakers” for reports that immigrant service workers were planning to strike. He also stated that preparations for the launch of the national identification card system on February 18th were progressing smoothly with 10 billion naira being used to pay subcontractors. Shata declared that Nigeria’s population is between 160 million and 170 millions, as opposed to the projected 120 million.
