In 1974, Zahoor was awarded a scholarship and he studied metallurgy at Donetsk National Technical University (then Donetsk Polytechnic Institute), Ukraine. In 2007, he received his PhD from the same university.
After completing his PhD at Donetsk National Technical University (DNTU), Zahoor returned to Pakistan to join Pakistan Steel. He moved to Moscow in 1987 and formed a partnership with a Thai-registered steelmaker.
In 2008, Zahoor sold Donetsk Steel Mill to Russian parliamentarian Vadim Varshavsky, for a sum believed to be around $1 billion.
