Apandi graduated with a Bachelor of Laws from the University of London in 1972. He was awarded his Bar-at Law from the Inner Temple in London in 1973. He was awarded the Certificate of Legal Drafting by the Institute of Advance Legal Studies in London in 1981.
From 1982 to 1991, he was a member of the United Malays National Organisation. Apandi was even selected by UMNO to be the Barisan Nasional candidate (BN) for the Pengkalan Chepa parliamentary constitut in the 1990 general elections. However, he was defeated at the ballot box by the Pan-Malaysian Islamic Party candidate (PAS). In 2019, he rejoined UMNO.
He began his legal career as a magistrate at the Magistrates’ Court, Kuala Terengganu in 1973. In 1975, he was appointed as director of the Legal Aid Bureau in Kota Bharu, Kelantan. He later held the position of Deputy Public Prosecutor for Kelantan and Terengganu from 1977 to 1980.
