Miroslav Kalousek, a Czech politician and former leader of TOP 09 and KDU-CSL, was born 17 December 1960. He has been a member of Chamber of Deputies since 1998. In the cabinet of Mirek TOPOLANKEK, he served as Finance Minister twice. He was then again in the government under Petr Necas from 2010 to 2013.

Kalousek was first appointed Finance Minister in the cabinet led by Mirek Topolanek in 2007. This position he held until 2009, when Topolanek’s cabinet lost its confidence vote.

Kalousek was re-elected as MP in the 2013 legislative election but lost the post of Finance Minister. In 2015, he was elected as Leader of TOP 09, succeeding Karel Schwarzenberg.

In 2006, no party or coalition of political parties could form a government. Many alternatives were discussed over a long period of time, but no solution was found. Kalousek accepted unexpectedly a Jiri Paroubek offer to begin negotiations for a KDU-CSL minority government and the Social Democratic Party CSSD, which would be supported the Communists. The party’s presidium had no objections. These negotiations were not in accordance with pre-election promises as well as the vocal anti-communist stance taken by the party and its electorate. KDU-CSL members, members of regional organisations, and members of parliament staged mass protests on 25 August 2006. Brno’s largest regional party, the Party Group in Brno, rejected the agreed solution and demanded the resignation of Kalousek as well as the entire KDU-CSL presidium. Similar demands were made by other organisations. Some parliamentarians declared they would not support such a government. Kalousek quit the country-wide KDU-CSL committee that rejected the proposal on the same evening. According to Kalousek, his negotiations with Jiri Paraoubek were part of a plan for preventing a coalition government of CSSD and Civic Democratic Party (ODS), which seemed the most likely scenario. This goal was actually achieved when ODS refused participation in a “grand alliance” and formed its own government with minor support in Parliament.
