Tully won the 1977 and 1979 IAAF World Cups. Tully qualified for the 1980 U.S Olympic team, but was prevented from competing due to the boycott of the 1980 Summer Olympics. Tully was able to receive one of the 461 Congressional Gold Medals, which were created specifically for spurned athletes. He did not register a valid mark at the 1983 World Championships. He set the American record for distance by almost three inches in 1984, achieving it three times in a single month. He finished the season with a medal from the 1984 Olympic Games. Jeff Buckingham gave him the American record, but he broke his national record in 1985.

He was born in Long Beach, California. After graduating from UCLA, he became the NCAA pole vault champion with a height 5.53m. He was awarded three national titles, in 1977, 1979, and 1986. He won the AAA Championships 1976-1979 and the French Championship in 1977.
