Opat was born in North Minneapolis on March 25, 1961 to father Harold Opat (an Ironworker) and mother Joan Opat. He continued his work at the Hennepin County Adult Correctional Facility as a Correctional Officer after completing his Bachelor of Science in Business degree in 1983. Opat received the Minnesota Correctional Officer of the year award in 1987 from the Minnesota Corrections Association. Opat was called a “political novice” and decided to run in 1992 for Hennepin County commissioner. Opat stated that John Derus, the incumbent, was motivated only by self-interest. Opat was defeated by Derus, one the most powerful and long-lasting politicians in Minneapolis at the DFL nomination convention. Opat won the fall primary with 173 votes less than Derus, from nearly 19,000 votes. Opat won the general elections, and Derus graciously accepted. Opat credits the first victory to a team of 200 volunteers and fortuitous timing.
Opat has said that preventing teen pregnancy “should be the county’s first priority,” and he has been an advocate for county funding of public school health and sex-education teachers who teach comprehensive pregnancy prevention. In defending the county spending, he has cited the 1,200 teen pregnancies a year in Hennepin County, and how they result in more expensive county services. The number of births to teenage mothers in northwestern Hennepin County has increased sharply – from an average of 270 births in 1995–2003, to over 310 births in both 2004 and 2005.
Between 1997 and 2003, HCMC lost about $17 million annually in federal and state support and was unable to continue making significant investments in new technology, facilities maintenance and employee compensation. In addition, uncompensated care cases were increasing, putting more demand on HCMC’s services. In 2004, Opat led the charge for a change in the governing structure of HCMC, which, as Hennepin County’s hospital, was governed by the County Board.
Opat was a vocal critic of Chairman Randy Johnson and was an in-the-backstage competitor for the chairmanship three times between 1992 and 2000. After a vote of 5-2, Opat was eventually elected Board Chairman.

Michael Joseph Opat, born March 25, 1961, is an American politician. He was born in the U.S state of Minnesota. The Hennepin County Board of Commissioners is his governing body. It has more than 1.25million residents and a budget of $2.4 million. Opat is the representative of District 1, one of seven districts. This area includes more than 170,000 people and six suburb cities, Brooklyn Center, Brooklyn Park and Crystal. Opat served as a County Board member and has been a leader in many other initiatives such as the policy and governance changes at Hennepin County Medical Center and the reconstruction of Highway 100 in northern suburbs, construction and operation of Target Field, and expansion of the Twin Cities area’s transit network including the Bottineau Light Rail line that runs along County Road 81 through northern parts of the county.
The Humboldt Greenway is a project that revitalizes the Shingle Creek, Lind- Bohanon and Humboldt Avenue North neighborhoods. It transforms the Humboldt Avenue North into a landscaped greenway. Opat was responsible for revitalizing the avenue in the late 1990s. Opat insisted that the new neighborhood offer homeowners a wide range of housing options, which would be affordable for middle-class residents, have better views of Shingle Creek, fit within the size of the homes on Victory Memorial Drive. The 2000 project involved the removal of approximately 212 single-family homes and the construction of 270 single-family homes and townhomes. This will increase value and enhance the tax base by investing in parks and infrastructure. Opat stated that he believes the results were great, particularly the public open space. “Humboldt Avenue looks great after we gave it a curving appearance, streetscaping, and bike paths. Storm water runoff is also better. We have even got the railroad to clean up their part of the area.
In 1994 Opat launched the “Productive Day” initiative which required inmates serving longer than a 15-day sentence at the Hennepin County Adult Correctional Facility to work or go to school for at least 8 hours per day. More than 100 employees participated in planning and implementing the change into one that emphasized work and education, rather than just “doing time.” Opat cited the need to “motivate residents to develop skills, habits and abilities necessary to successfully integrate into the community and…gain economic self-sufficiency upon release” as a driving principle behind this initiative.
