Delph, born January 12, 1970, is an ex-Republican member of the Indiana State Senate who represented the 29th District from 2005 to 2018. He is a socially conservative Republican who has attracted support from the Tea Party movement.

Salon reported in 1998 that Delph was working on the staff of Congressman Dan Burton. However, her ex-husband, and the father of the state senator, were not aware of her campaign work. Sharon Delph knew Dan Burton since the 1960s. Burton was a reference to Delph, and he hired him out of college. The Washington Post named Claudia Keller, another possible “ghost worker”, as a salary recipient. It also reported that Burton paid her family members. Burton also revealed that he was the father to a child by another woman in 1998, and that the boy was fifteen years old at the time.

While competing for Republican nomination for Indiana Secretary of State in 2002, Delph was considered by political observers to be seeking support from Latinos.

Delph competed and lost the Republican nomination for Indiana Secretary of State in 2002. He was running against then Marion County Coroner Dr. John McGoff, Vanderburgh County Commissioner Richard Mourdock and Deputy Secretary of State Todd Rokita.

Delph was a Congressional staffer at US Representative Dan Burton from 1996 to

2004. He was a Republican and represented Indiana’s 6th congressional District. However, Burton would end his career representing Indiana’s 5th congressional District.

Mike Delph is the child of David W. Delph (an Indianapolis-based executive for Iowa Beef Processors) and Sharon Delph (who worked at a bank). He has three brothers: Jamie, Stephen, and John. His parents divorced. Delph was a 1988 graduate of Carmel High School. He received four degrees from Indiana University while he was in school. He earned his BA in 1992 and MS in Environmental Science in 1996. In 1996, he received Masters of Public Affairs and his Masters of Public Affairs. In 2010, he received his JD from Indiana University School of Law.

During the 2006 session of the Indiana Legislature, then House Representative Jim Buck, a Republican from Kokomo, and Delph authored and sponsored House Enrolled Act 1362 that would allow mergers of Indiana’s governmental units without the legislature’s approval. After Long successfully amended the voting process for a merger between city and county, the bill went on to pass both chambers, and its final passage occurred just one minute before its deadline. The Government Modernization Act of 2006 signed by Governor Mitch Daniels led to the consolidation of the city of Zionsville with Eagle and Union townships of Boone County in January 2010, an area which is part of Delph’s current district.
