Mihhail Stalnuhhin, Russian: Mikhail Stal’nukhin, was born 15 September 1961 in Tartu. He is an Estonian politician who represents the Estonian Centre Party from 1996. He is an Ida-Virumaa Riigikogu member. He was the chairman for the Narva City Council from 2003 to 2011, and chairman for the Riigikogu state-budget control committee in 2017 to 2019.
He ran as a candidate in the 2014 European Parliament election in Estonia. He received 11,550 votes but was not elected. After Yana Toom, Edgar Savisaar, he was the third candidate of Centre Party.
On 29 September 2015, the press reported that Stalnuhhin leased a Honda CR-V for his spouse Irina, whose expenses she paid with a payback allowance, for €744 a month. Stalnuhhin does not have a drivers license. Several Riigikogu members condemned Stalnuhhin’s behavior, among them Speaker of the Riigikogu Eiki Nestor.

From 1994 to 1995 to 1999 to 2003, Stalnuhhin was a member of Narva City Council. He then became the chairman of the City Council between 2003 and 2011. Since 1999, he has been a member on and off of the Riigikogu. In the beginning, he was a member of the Riigikogu from 1999 to 2007. However, he decided to become a part the Narva City Council. He applied for the 2011 Riigikogu election, received 8,584 votes, and was again elected. He was elected again after receiving 3,648 votes in the 2015 Riigikogu elections.
