Micheline Charest, March 16, 1953 – April 14, 2004, was a Canadian television producer. She was also the founder and former co-chairman of the Cinar (later Cookie Jar Entertainment, now DHX Media/WildBrain).
In March 2001, the success of Charest and Weinberg ended with Cinar’s collapse. An internal audit found that $122 million (US), was invested in Bahamian bank account accounts without approval from the board. Cinar had paid American screenwriters while accepting Government of Canada grants for content. Cinar was able to take advantage of Canadian tax credits by having the names of Canadians, including Helene Charest, the sister of Micheline Charest. Cinar, who denied any wrongdoing and settled with Canadian and Quebec tax authorities for $17.8million (CAD) and $2.6 million (CAD), to Telefilm Canada, which is a Canadian federal funding agency. Cinar stock fell in value and was soon delisted.
In August 2009 Claude Robinson, a graphic artist and writer, won a copyright case against Cinar, Weinberg, Charest and Co. in relation to his work, Robinson Curiosité, which was plagiarized for the internationally successful animated series Robinson Sucroë.
As part of a settlement with the Commission des Valeurs Mobilieres du Quebec, Charest and Weinberg paid $1 million each. They were also banned from serving as directors or officers in any publicly traded Canadian company for five consecutive years. The allegations were not proven to be true and there was no admission of guilt. A group headed by Michael Hirsh, Nelvana founder, purchased Cinar for $140 million (US). Charest and Weinberg received $18 million (US), for company shares.

Charest was born in London, and raised in Quebec. She returned to the UK to study at the London International Film School. She met Ronald Weinberg, a Tulane graduate and New Yorker, when she went to New Orleans in 1976. Charest and Weinberg organised an event for women’s cinema festival in New Orleans and distributed foreign films to American theatres. They moved to New York, where they founded Cinar, a fledgling film and television distribution company.
Charest and Weinberg switched their focus from media distribution and production to Montreal in 1984. They then focused on children’s programming due to Montreal’s favorable tax environment for the development and distribution. Charest was either a producer or executive producer on a number of animated series for children during this period, including Animal Crackers and Mona the Vampire, The Wonderful Wizard of Oz, Mona the Vampire, Mona the Vampire, The Wombles, Mona the Vampire, Mona the Vampire, The Wombles, and Emily of New Moon. Cinar also produced Are You Afraid Of the Dark?, The BusyWorld of Richard Scarry and Madeline. Cinar had a revenue of $150 million per year (CAD) by 1999 and possessed $1.5 billion (CAD). Cinar was a founding partner in TELETOON, a Canadian cable television channel that broadcasts non- violent programs for children in over 150 countries.
Charest died on April 14, 2004, due to complications ensued after elective plastic surgery. Charest was ranked 19th in The Hollywood Reporter’s 1997 list of the 50 most powerful women in the entertainment industry.
