He attended the Brothers’ School in Ploermel, where he received his baccalaureate in 1969. After starting his professional career at Socredo bank at the bottom, he then moved on to administrative positions before returning to school to obtain a law degree from the University of Bordeaux in 1978.
He was elected Director of the Territorial Office for Health and Social Action in 1983. In 1983, he was elected to the Tahoeraa Huiraatira Municipal Council in Pirae with the Gaston Flosse team.
In 1989, he founded the association Ia Ora Papeete, at the head of which he was fighting for the first time the mayor of Papeete. He fails, but at 38, he gets a very honorable score of 21.5% against an outgoing mayor, Jean Juventin, then at the height of its popularity.
