Michael Burns was elected one of three delegates to District 32 in 1994’s Maryland House of Delegates. Victor A. Sulin was the only incumbent to run in that year. He was defeated. Theodore J. Sophocleus and Patrick C. Scannello, the other incumbents, did not run again. (Sophecleus was the replacement for Tyras S.Athey, a former delegate. He resigned to become Secretary-of-State of Maryland.
Maryland Governor Robert Ehrlich appointed Burns to the Chair of the Maryland State Board of Contract Appeals in 2003, which Burns will hold for 5 years, until 2009.
Burns served as the Maryland Executive Director in 1987 for Senator Robert Dole’s campaign for President. He was elected the Executive Director of the Maryland Republican Party after the election. Burns was a delegate at the Republican Party National Convention 1988 and 1996.

In 1980, Burns received a B.S. from Towson State University. History. He went back to school, this time at the University of Maryland School of Law. He graduated with his J.D. He graduated with high honors in 1983.
Burns was admitted to the Maryland Bar in 1982. He began his career as a Baltimore City Circuit Court law clerk, where he remained until 1984.
