Michael Posner Biography

Posner is a vocal supporter of the Obama Administration’s integrated approach to human right and the inexorable link between national security, economic, social and political rights. Posner gave a keynote speech, “The Four Freedoms turn 70: Ensuring Economic, Political, and National Security In the 21st Century”, to the American Society of International Law on March 24. It was the anniversary of Franklin Delano Roosevelt’s Four Freedom speech. Posner discussed the Four Freedoms or “moral cornerstones” in his speech and the interplay between economic and political rights. Posner stated that human dignity has both a political and an economic component. Posner pointed out the turmoil in Middle East as an example of how U.S. national security must be shaped to promote human rights and fundamental liberties. Only if these two components are interconnected will peaceful societies thrive economically, socially and politically. Posner stated that the unrest in the Middle East “once more demonstrates the fallacy to try to separate America’s “hard strategic interests” from our “soft”, including our commitment to human right, Posner stated that “the recent protests show the centrality of the human rights to these interests and the links between civil, political and economic rights.”

Posner provided a short synopsis of his past involvement with the U.S. government during his testimony. In 1978, Posner made his first appearance before Congress. He testified before Senate Foreign Relations Committee about trade sanctions against Ugandan Idi Amin. Posner stated that this was “the first of many occasions where I saw and been part of efforts… to harness the diplomatic, economic and political power of the United States Government and be a force for good.” The United States passed a complete ban on trade with Uganda, and the Ugandan people took back control of their country within a year. He continued to talk about other shared successes, including the work he did with Andrei Sakharov (and other dissidents from the former Soviet Union), and the Helsinki process. It was in the 1980s, when President Reagan stood by Philippine “people’s power”, and made sure that Aquino took power from Marcos. It was in Northern Ireland, where George Mitchell and his Clinton Administration offered a path to peace through the Good Friday Agreement. It was also witnessed by the Bush Administration, which worked closely with Congressional leaders such as Senators Voinovich and Cardin, and Congressman Chris Smith. They played a key role in the fight against European anti- Semitism and other racial and religion persecution through the Organization for Security and Cooperation in Europe.

Posner lectured at Yale Law School from 1981 to 1984, and again in 2009, and at Columbia Law School between 1984 and 2008.

Posner has received honorary degrees from the University of Pennsylvania Law School, the University of Hartford, the College of the Holy Cross and the Yale University. He is also the recipient of the Fellows Award for distinguished service, Young Lawyers of the American Bar Association (1990); the Distinguished Service Award, Boalt Hall Alumni Association (1993); the Wolfgang Friedmann Memorial Award for outstanding contributions to the field of international law, Columbia University Journal of Transnational Law (1993); the Dr. Jean Mayer Global Citizenship Award, Institute for Global Leadership at Tufts University (2006); and the Builders of the New New York Award, New York Immigration Coalition (2007).

Michael H. Posner (/’ p oUz n@r/; born November 19, 1950), is an American lawyer, Founding Executive Director and later President of Human Rights First (formerly known as the Lawyers Committee for Human Rights). He was previously Assistant Secretary of State for Democracy, Human Rights, and Labor (DRL). He is currently Co-Director for Center of Business and Human Rights at NYU Stern School of Business, Professor of Business and Society, and a Board member of International Service for Human Rights.

Posner was actively involved in reporting on global human right situations through the State Department’s annual Human Rights Reports. These reports are submitted to Congress annually by the Department of State in accordance with Sections 502B(b), and 116(d), of the Foreign Assistance Act of 1961 (FAA), as modified. This report provides a complete record of the human rights situation in almost 200 countries and territories around the world. It uses information from U.S. embassies, consulates, as well as other sources. Posner described the 2010 Human Rights Report as “the single most comprehensive human rights report produced by anyone in the world” at the April 2011 roll-out. It included information from U.S. embassies and consulates, and covers almost 200 countries. The report from that year was viewed more than 1 million times.

In 1978, Posner was recruited by Jerome Shestack and James Silkenat to become the founding executive director of the Lawyers Committee for International Human Rights, a non-profit, nonpartisan international human rights organization with offices in New York and Washington, D.C. that works on a range of domestic and international human rights issues. He focused on refugee protection, advancing a rights-based approach to national security and combating discrimination. The organization was renamed to the Lawyers Committee for Human Rights and, in 2003, renamed again to Human Rights First. In his role, Posner built the organization from a staff of two, a few volunteers and a budget of $55,000 to its current staff of 60 and an annual budget of almost $9 million.
