Michael Futrell, a dedicated public servant, represented the Second District of Virginia’s House of Delegates. Futrell won the Democratic primary on June 11, 2013 and defeated Mark Dudenhefer (R), in the general election of November 5, 2013. Futrell was a member of the following House committees in 2015: Finance, Privileges and elections, and Science and Technology. Futrell was seeking the Democratic nomination for the 29th district of the Senate of Virginia. Futrell, who failed to win the Senate nomination, announced that he would not be seeking reelection but would instead focus his efforts on improving the community.

Futrell, a former delegate, began a private teaching career in middle school science and math to children from low-income families. Futrell became a Northern Virginia pharmaceutical representative and began volunteering to coach basketball at the Hylton Boys and Girls Club, Woodbridge, Virginia. Futrell and Bernadine Futrell founded Make the Future in 2010. Make the Future is a non-profit organization that provides tools to underprivileged youths in the Northern Virginia region to help them “create positive habits from preschool through college.” Make the Future has become a strong pillar of the community. Futrell, a former delegate, has always been interested in the political health of his community. He was past president of Prince William County Young Democrats as well as Vice Chairperson of Prince William County Elections Task Force.

Futrell, who modeled himself after his father, a college and high school basketball Hall of Fame player, was highly sought-after. Futrell was also well-known for his ability to speak in public. The Futrells launched the basketball camp because they realized that learning and athletics could be fun, which could help prepare future leaders. The camps had one goal: to give youth the opportunity to make positive and constructive choices in their lives. Campers were supported in their academic, moral and athletic development by a curriculum. To help children succeed on and off the court, the curriculum included character development, nutrition training and physical education in each lesson. The Futrells have been working together with Dominique Wilkins, a member of the NBA Hall of Fame; Boys and Girls Club of Greater Washington; R&B superstar Ne -Yo and The Compound Foundation; Wilberforce University and Prince William County Schools to spread their message. The Prince William County Minority Business Network honored the Futrells in 2014. Make the Future works with individuals, groups and organizations to achieve its mission. The top of the Make the Future agenda in 2015 was the expansion of its gender-based mentoring programs, the Legacy Lectures, and the Wisdom Brunches. Also, the increase of adult mentors in the Commonwealth of Virginia.

While in the House of Delegates, Futrell supported numerous bills. In January 2015, Futrell teamed up with Senator Donald McEachin to introduce the Community Policing Act (Body Camera Bill) in the Senate of Virginia and in the House of Delegates. The bill included establishing and updating a number of minimum training standards for law enforcement agencies across the Commonwealth and developing a comprehensive, statewide, long-range plan for strengthening and improving law enforcement and the administration of criminal justice throughout the Commonwealth with periodic updates to the plan. The bill also included a focus on improving community police relations. While in the House of Delegates Futrell was also a patron of the Ban the Box movement in Virginia. This new practice eliminates from job applications a requirement that applicants disclose felony convictions through marking a checkbox, in order to give each person with a previous felony a better chance to follow a law-abiding life through gainful employment. Futrell also sponsored bills focusing on the state infrastructure fund, various veteran’s issues, and reforming healthcare in Virginia.
