He was the Special Envoy for the U.S. Department of State and the Coordinator of the Global Engagement Center until January 2017. He was also the Acting Under Secretary of Defense of Defense for Policy during that period, which is the third highest civilian job in the United States Department of Defense. He was appointed Vice President of Human Performance and Behavioral Health in Leidos’ health division in December 2017.
Lumpkin was discharged from the United States Navy on July 7, 2007.
In April 2011, Lumpkin moved over to The Pentagon, where he was sworn in as the Principal Deputy Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (SO/LIC).
He then served as the special assistant to Secretary of Defense Chuck Hagel. During that time, Secretary Hagel assigned Lumpkin with overseeing the reorganization of the then-broken POW/MIA accounting program. In the fall of 2013, President Obama nominated Lumpkin to be Assistant Secretary of Defense for SO/LIC. His nomination was confirmed by the U.S. Senate on December 2, 2013.
He was immediately assigned to be the officer responsible for all West Coast SEAL Teams’ readiness and training. His teams were able to take part in both the invasions of Afghanistan and Iraq, with zero casualties.

- He then earned his master’s in National Security Affairs at the Naval Postgraduate School, Monterey, California. His thesis examined incidents of violence at sea from 1975 to 1995.
Lumpkin enlisted in the U.S. Navy after he graduated from college. Lumpkin served an abbreviated tour aboard the USS Vancouver’ before he became a Navy SEAL. There, he was a surface warfare officer. Lumpkin was transferred to Naval Amphibious Base Coronado, where he completed Basic Underwater Demolition/SEAL training (BUD/S), with class 162 by 1989. His SEAL career began with SEAL Team Four, where he participated in counter-narcotics missions in Latin America. Most of these operations were conducted out of Panama. He held all leadership positions, from squad leader to platoon commander to commanding officers, during which he was officially recognized by the Armed Forces Preparedness Association (AFPA) for his outstanding contributions to national security.
In 2010, Lumpkin began serving as both senior advisor to the secretary and deputy chief of staff for operations at the United States Department of Veterans Affairs. During that time, Secretary Eric Shinseki put Lumpkin in charge of implementing Family Caregiver legislation, passed in 2010, to better support families caring for post-9/11 Veterans.
