Michael Burgess was the son of Norma (nee Crowhurst), and Harry Meredith Burgess. His paternal family immigrated to Canada from Nova Scotia, a province in Canada. In 1972, he graduated from North Texas State University (now The University of North Texas), and in 1977, he graduated from The University of Texas Health Science Center in Houston. He completed his residency at Parkland Memorial Hospital, Dallas, Texas. Burgess is an Anglican.

Political pundits predicted that the winner of the primary would win the general election and be guaranteed at least a decade of Congress. Burgess used the campaign slogan, “My dad IS NOT Dick Armey”, to promote the support of medical Political Action Committees as well as organizations such the National Beer Wholesalers Association. Burgess finished second behind Armey with 23% of vote, compared to Armey’s 55%. The election resulted in a primary runoff because neither candidate received the required majority vote. The Dallas Morning News published a series articles claiming that Armey had used his position as a judge in order to secure county jobs and contracts for his close friends. Armey was hurt by the report, and Burgess won with 55% of vote. With 75% of the vote, he won the general election.

Burgess is skeptical of the scientific consensus on climate change. On March 8, 2011 in a hearing before the Subcommittee on Energy and Power of the House Committee on Energy and Commerce on the efforts of the Environmental Protection Agency to regulate greenhouse gases, Burgess said “My opinion, for what it is worth, is that the science behind global temperature changes is not settled.”
