She also held executive positions at a variety of national peak bodies including the Australian Youth Affairs Coalition (National Shelter) and the Australian Youth Affairs Coalition. Hunter was also a prominent spokesperson for community sector viability, social welfare issues, and served on the Board of ACT Council of Social Service as well as being Chairwoman of ACT Shelter. Hunter was also appointed Chair of Anti- Poverty Week and Youth Homelessness Strategy. The Youth Coalition awarded Hunter a Lifetime Achievement Award in 2008 for her contributions to children and youth.

The ACT Greens announced in June 2008 that Hunter would stand again for election, this time in Ginninderra. In October, independent polling showed that the Green vote had increased by as much as three times since the last election. The Liberal vote remained relatively stable. Commentators predicted that the Greens would control the balance of power and determine who forms government. Both major parties were open to the Greens’ offer of courtship. With 82.1 percent of the votes counted at the close of election night, Labor had received 37.6% of the vote in the ACT. The Liberals were at 31.1 % and the Greens at 15.8 % respectively. Both Labor (-9.3%%) and Liberal (-3.7%) parties saw swings, with a +6.6% swing towards the Greens. This led to the election of Hunter Bresnan and Shane Rattenbury, as well as Caroline Le Couteur.

Hunter ran first for election in 2004 for Ginninderra’s electorate. She was a member of the ACT Greens. In primary votes, she was significantly ahead of Wayne Berry and Mary Porter from the ACT Labor Party. However, they were able to defeat Hunter after the distributions of preferences. In the 2007 federal election, she ran for election as a candidate to the House of Representatives. After discussions with the Labor and Liberal parties, both the Greens and the Labor Party voted to support a Labor minority government. Hunter was a key negotiator in the Parliamentary Agreement between ACT Greens, Labor Party. The agreement provided the Greens with a range policy outcomes in areas such as schools and education, housing, transport, and gay rights. The agreement also guarantees that three key committees of the Assembly will be chaired by the Greens. The Greens also agreed to keep confidence in Jon Stanhope, Chief Minister. The Greens secured Government support to nominate Rattenbury Speaker of the Assembly. The agreement between ACT Labor and ACT Greens requires that the Government report annually on progress against the measures outlined within the agreement. In July 2008, the first communique was published on progress towards the agreement. The next communique was to be published in July 2010.

Prior to the negotiation of the agreement, Hunter was appointed Parliamentary Convenor of the ACT Greens, a role equivalent to that of a Parliamentary Party Leader, and was party spokesperson for the portfolios of Treasury, Community Services, Education, Women and Children and Young People. Hunter has been visible in the media on issues surrounding education and literacy and ACT finances. Hunter was supportive of the 2009-10 ACT Budget where it progressed measures outlined in the parliamentary agreement, but signaled the Greens’ concerns about the size of the budget deficit. Most commentators agreed that the Budget was a victory for the Greens. She has also been a vocal critic of the Federal Government’s intervention in the ACT’s same sex civil union reforms. Hunter was the Chair of the Climate Change, Water and Environment Committee and was a member of the Justice and Community Safety Committee. At the 2012 ACT Elections, Hunter narrowly lost the 5th seat in Ginninnderra to Yvette Berry of the Labor Party, after suffering an ACT wide swing of more than 6% from the Greens. Her party could only return one MP, which was Shane Rattenbury, who thereby naturally became her successor as the Leader of the Greens.
