He served as Secretary General of Liberal Party. He was also Secretary General of Liberal Party. From 1992 to 1995, he was Calbayog City’s Vice Mayor and Mayor between 2001 and 2010. From 2004 to 2010, he was the Secretary General of the League of Cities of the Philippines. After Jesse Robredo and Mar Roxas, he was also the final Secretary for the Interior and Local Government of President Benigno Aquino III.
Sarmiento was elected representative for the first district in Western Samar during Congress’ 15th Congress. He was Vice Chairman of both the Committee on National Defense and Committee on Public Order and Safety during his first term. He was elected Vice Chairman of both the Committee on Millennium Development Goals and Transportation during his second term.
Sarmiento was awarded the Konrad Adenauer Medal of Excellence in December 2007 by H. E. Axel Weishaupt, Ambassador of Germany at Manila Hotel.

Sarmiento was born at Manila to Engr. Oscar Sarmiento from Calbayog City, Teresita Seva of Roxas City. From 1992 to 1995, he was Calbayog City’s vice mayor. He was unsuccessful in his bid to become mayor the next term. He then took six years off politics and ran his own construction company.
He ran for and was elected Mayor of Calbayog City in 2001-2010. As Secretary General of the League of Cities of the Philippines, he also represented the League.
