She is an American politician and the former president and executivedirector of Asian Americans Advancing Justice –AAJC (Advancing Justice –AAJC). From 2011-12 she served as vice president for strategic impacts initiatives at the Asian & Islander American Health Forum. In 2002-11, she was a member the Minnesota state senate. Moua announced that she was leaving AAJC on February 3, 2017 to spend more time with her children, their future and be the best mom she can.

Minnesota public records showed that Moua received $21,954 per diem in 2008, which was the highest amount of any senator. This effectively increased her compensation by 71%. Republican Senator Dick Day responded to Moua’s per diem claims leading the Senate. “I don’t know how Sen. Moua, who lives a few blocks from the Capitol, can justify to her constituents that she spends taxpayer dollars so recklessly.” According to a study that examined per diem claims between 2009-10, Moua was the top-ranked claimant at $35,136. CBS News also noted Moua as the highest per diem taker in 2010.

Moua was the first Hmong American woman elected to a state legislature, where she served as a member of the Minnesota Democratic-Farmer-Labor Party. She represented District 67 in the Minnesota Senate, which includes portions of the city of Saint Paul in Ramsey County, which is in the Twin Cities metropolitan area. On May 16, 2010, she announced that she would not run for a third term.

Moua was elected first with 60 percent of votes in a special election that took place on January 29, 2002. After being elected mayor of Saint Paul, Senator Randy Kelly resigned and Moua succeeded him. In November 2002, she was reelected, and again in November 2006.

Moua’s father served as a medic during the Vietnam War. Moua, five years old, fled her family to Thailand after the war ended. Her family and other Hmong refugees fled to the United States in 1978. In 1988, Moua graduated from Xavier High School in Appleton, Wisconsin.
